From Commitment to Action: Global Green Industrialization as a Pillar of Prosperity for All

The second Plenary session focuses on translating global green industrialization commitments into concrete outcomes that deliver prosperity, stability, and security. The foundation is the Belém Declaration on Global Green Industrialization, adopted at COP30 in Brazil, which unites governments, international organizations, the private sector, and academia behind green industrial development as a core driver of industrial, climate, and security priorities. Crucially, the Declaration promotes a just transition that enables developing countries to secure a fair share of the emerging green industry value chain. To operationalize these ambitions, the Global Green Industrialization Agenda (GGIA) has been proposed as a multilateral mechanism structured around three pillars: (1) knowledge creation on themes such as green industrial policy, finance, and investment (2) international dialogue through the annual Global Green Industrialization Dialogue and technical meetings (3) strategy development and project implementation to connect governments and the private sector with financing and resources.
Together, these pillars are intended to reduce fragmentation by improving coordination among existing initiatives, tools, and technical partnerships. The Plenary will examine priority needs under each pillar, focusing on: identifying knowledge gaps that hinder policy design and investor confidence; recommending areas where international dialogue can foster multi-stakeholder cooperation on areas such as standards, supply chains, and infrastructure; and examining the conditions for delivery at scale, including policy coherence, risk-sharing, and ensuring benefits reach workers, communities, and local suppliers. The Plenary will set the tone for the two following Roundtables, which will focus on the concrete implementation modalities of the Belém Declaration and the perspective of middle-income countries (MICs).
