Ms. Aysel Yagubova is the Executive Director of the ECO Clean Energy Center (CECECO), appointed in September 2025 after serving as Interim Director earlier that year. She previously led the Department for Cooperation with International Human Rights Institutions at the Ministry of Foreign Affairs of Azerbaijan. Since joining the foreign service in 2001, she has held diplomatic postings in the United States, Iran, Austria, and at Azerbaijan’s Permanent Mission to the OSCE and other international organizations in Vienna. Aysel Yagubova holds BA and MA degrees in International Relations from Baku State University and a Master of International Public Policy (MIPP) from Johns Hopkins University’s School of Advanced International Studies, specializing in Energy, Resources and Environment. She has also completed numerous programs in multilateral diplomacy and negotiation. She holds the diplomatic rank of Envoy Extraordinary and Plenipotentiary of the 2nd rank and has received the “Distinction in Diplomatic Service” medal and the “100th Anniversary of the Diplomatic Service of the Republic of Azerbaijan” jubilee medal.
