Vladimir Imamovich Norov is a senior Uzbek diplomat with over 40 years of experience in international relations and public service. He served as Minister of Foreign Affairs of Uzbekistan (2006–2010; 2022) and Secretary-General of the Shanghai Cooperation Organization (2019–2021). He held key positions including Ambassador to the EU, NATO, and Europe, and First Deputy Minister of Foreign Affairs. He also served as Foreign Policy Advisor to the President, Director of the Institute for Strategic and Regional Studies under the President of Uzbekistan, and Director of the International Institute for Central Asia. He holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary and is CEO & Founder of Silk Road Advisory, Chairman of the Central Asian Association for Artificial Intelligence, and Policy Analyst at GEIDCO. His expertise includes Eurasian geopolitics, digital transformation, energy connectivity, and AI policy. He holds a PhD in Law and has received numerous honors, including the Order of “Mehnat Shuhrati” of Uzbekistan, China’s state award “Friendship Medal”, and the Order of “Galkynysh” of Turkmenistan. He is also an Honorary Professor of SISU.
