Mr. Rafael Dubeux is the Vice Minister of Finance in the Government of Brazil. He has been with the Ministry of Finance since 2023, initially as Special Advisor to the Minister and later as Deputy Secretary. His academic background includes a PhD in International Relations from the University of Brasília and a law degree from the Federal University of Pernambuco. Mr. Dubeux has held various positions in public administration, including Secretary of Economic Development, Science, Technology, and Innovation for the City of Recife and Deputy Chief of Staff for Parliamentary Affairs of the Presidency of the Republic. He is also a member of Petrobras’ Investment Committee and has authored several books on development and climate change.
