Master’s degree in International Economic Law from the Faculty of Law at the University of Dijon (France). He served as Secretary of State for Trade (2017–2023), Commercial Representative of Angola in Switzerland (Geneva) to the World Trade Organization (WTO) and to the Swiss Confederation, as well as Commercial Representative of Angola in Portugal and the United States of America. He is currently serving as Executive Secretary of the Transit Transport Facilitation Agency of the Lobito Corridor.
