Small Island Sustainable Energy and Climate Resilience Organization (SIDS DOCK)
Dr. Albert Binger, Secretary-General of the SIDS DOCK Secretariat, has been a leading force in strengthening the resilience of vulnerable Small Island Developing States (SIDS) and low-lying countries. For over 40 years, he has championed the shift toward using the oceans, SIDS’ greatest renewable resource, to transform energy systems, reduce dependence on fossil fuels, and support climate adaptation. As the main architect of SIDS DOCK, launched in 2015 as the first UN-recognized sustainable energy and climate resilience treaty organization for SIDS, Dr. Binger helped position the 32-country alliance as a global leader. SIDS DOCK was created to advance the transition from petroleum-based energy to renewable sources and generate resources for climate adaptation. In 2022, he helped establish the Global Ocean Energy Alliance (GLOEA), a partnership led by SIDS DOCK, UNIDO, Austria, and others to mobilize support for ocean energy technologies. A former Professor and Director of UWICED, Dr. Binger contributed to major capacity building initiatives, including BUN, LEAD, CCCCC, CCREEE, PCREEE, and GLOEA. He has served on the UNFCCC Technology Executive Committee, advised AOSIS, and served as an OTEC Fellow at Saga University. His career includes leadership roles at the Rockefeller Foundation, Agro 21, and the Scientific Research Council of Jamaica. He serves on the board of the International Bioenergy Association.
