An economist by training, Ambassador Tosi Mpanu-Mpanu has over two decades of experience in the fields of diplomacy, sustainable development, climate finance, and critical minerals. He currently serves as Senior Advisor to the President of the Democratic Republic of Congo, responsible for the environment, urban planning, and mobility. He sits on the board of the Fund for responding to Loss and Damage (LDRF), after having served for many years on the board of the Green Climate Fund (GCF) and the board of the African Risk Capacity (ARC) Agency, a specialized agency of the African Union. As the Democratic Republic of Congo’s senior negotiator for the UN Climate Change Convention since 2007, he has held several notable positions within the multilateral climate negotiation process: Chair of the African Group, Chair of the Least Developed Countries, Chair of the Rainforest Coalition, and Chair of the Subsidiary Body for Scientific and Technological Advice. Previously, Mr. Mpanu Mpanu served as Senior Advisor to the Prime Minister, Advisor to the Minister of the Environment, Advisor to the Minister of Foreign Affairs and International Cooperation, and as a consultant at the World Bank in Washington, D.C. In addition to his MBA in Finance and Investments and his Master's degree in European Studies and International Relations, Tosi Mpanu Mpanu holds a diploma from École Nationale d’Administration.
