H.E. Roger Baro is a Burkinabe environmental expert with over 17 years of experience in environmental governance, water resource management, and the implementation of public policies for sustainable development. A trained environmental inspector, he holds a degree in Rural Development Engineering as well as a master’s degree in geography. He has held senior positions in public administration, notably as Minister of Environment, Water, and Sanitation (2023–2026), and as Chair of the Council of Ministers of the Niger Basin Authority and the W-Arly-Pendjari Complex. Internationally, he served as Vice-Chair for Africa at the 4th and 5th Conferences of the Parties to the Minamata Convention on Mercury. Since February 2026, he has served as Special Ministerial Advisor to the President of Burkina Faso, responsible for the environment and urban beautification. Recognized for his expertise in environmental diplomacy, climate finance, and strategic program management, Mr. BARO has also played an active role in several international forums, particularly within the framework of multilateral environmental conventions. He has contributed to numerous initiatives related to pollution control, climate change adaptation, and the promotion of sustainable development in Africa. He has been awarded the rank of Officer of the Order of the Stallion and was honored in 2024 as Africa’s Best Minister of the Environment.
