Making Clean industry investable: from policy signals to Final Investment Decisions

This session will explore the critical role of government interventions in accelerating the clean industry transition by enabling more projects to reach Final Investment Decision (FID) and sustaining year-on-year progress. Drawing on real-world examples of policy design, innovative financing mechanisms, and cross-sector collaboration, it will highlight where progress is already happening, what is driving it, and what is needed next—creating space for practical dialogue and collective action in the lead-up to COP31.
Bringing together financiers, project developers, and government representatives from across the Global North and Global South, the discussion will examine how stronger market signals—delivered through coalitions of willing countries and proven policy measures—can scale global production of low-carbon commodities.
Anchored in on-the-ground project development experience, the session will showcase practical enablers of real-economy delivery adapted to different national contexts. It will also explore how governments can stimulate demand, build markets for clean commodities, and leverage international public finance institutions to unlock investment and accelerate project FIDs. Participants will gain clearer insight into the key levers for scaling clean industry globally and translating ambition into implementation.
