Deputy Director General, Industrial Development and Public Policy Department, Japan International Cooperation Agency (JICA)
Hiroyuki Kobayashi is the Deputy Director General of the Industrial Development and Public Policy Department, Japan International Cooperation Agency (JICA). In the department, he is in charge of the energy and mining sectors and responsible for the management of technical cooperation projects for energy and mining development in developing countries. He has been working for JICA since 1996. His most recent assignment was as chief representative of the JICA overseas office in the Republic of Rwanda.
