Result Based Financing: Experience of the Energising Development Partnership

The Energising Development (EnDev) partnership is globally piloting a results-based financing (RBF) approach in the field of energy access. The fundamental idea of RBF as a market transformation instrument is to overcome identified market failures by making incentive payments to service providers conditional on the achievement of pre-defined and agreed-upon results. Implementing 17 projects in 14 countries throughout Africa, Asia, and Latin America, EnDev already has made ample experience and learnt the first lessons on this new approach in the field of development cooperation.
Objective
This side event is aimed at providing a reality check of RBF as a market development instrument in the field of energy access based on experience of different stakeholders. Participants from the private sector as well as from donors and implementers will share their expectations and assessments on the RBF approach in the field of energy access in an interactive panel discussion. Based on first experience made the barriers and challenges encountered as well as success stories are presented. Furthermore it will be discussed if the RBF approach fulfills the expectations of donors and development organisations in developing sustainable markets for energy access.
